Bringing bottled water

You can bring up to 12 bottles/cans of water or soda per stateroom (not per person), not to exceed 17 oz per bottle.

Yes but remember you need to tote those bottles around until your room opens.  They wont take them like your luggage.  Used to but not for a long time now.

I have taken a case of either 21 or 24 bottles on 2 different cruises. I just taped a luggage tag to the case and dropped it off with my luggage.  It's possible that you might not be able to do that anymore but it is certainly worth a try. My DW bet me that the water would get confiscated but it made it to our cabin.

As of early 2019 or so you could no longer check it with luggage, had to carry it on. To which I found lugging a case of water around the ship wasn't all that fun
