Very few devices have two wifi portals.  

 

You can hotspot a cell signal as the primary phone uses the cell connection and shares it using the wifi.

 

To share a wifi signal you need two sets of wifi hardware in the device.

I have a Samsung s20 (also worked with my previous phone the S10) and all you are doing is sharing the data connection on that device be it WiFi or 4g, most android phones have a mobile hotspot in the settings, obviously you have to be near the sharing device but as I use the feature just around the pool or the cabin my partner is with me .

But as @SRF mentioned, it is rare for a phone be able to hot spot a wifi connection (most can only hot spot a cell connection).
