port restrictions

Are there any current port restrictions on the Mexican Rivera cruise?  I read somewhere that you could only go off the ship on an approved excursion purchased via the ship or you would be in violation of the policy?  Is this a thing?  And if not is there additional testing if you leave and re-board the ship during port days?

Following, as I have a Mexican Riviera cruise in December.

I have not heard of any, I'm going to Ensenada in less than 2 weeks & have not gotten any sort of notice

We did a port call in Cozumel recently and there were no restrictions (other than you had to wear a mask).

Just got off the MSC Divina yesterday and no restrictions of any kind at ports of Cozumel or Costa Maya.
