Is it difficult to give someone OBC as a gift for their upcoming cruise?

What I'm not sure is if this is refundable or non-refundable.  What type it is determines how it can be used.

Purchased OBC will be refundable.

It isn't difficult to give, however, you should keep in mind that they will be able to see anything attached to their reservation. So if your intent is that the OBC be a "surprise gift", THAT may be difficult.

OBC can be used toward anything purchased on board, including a CruiseNext certificate if the OBC is refundable as @KeithJenner indicates it is...

You can purchase a gift card/certificate any time.  The gift recipient can take it to guest services any time during the cruise and have it applied to their account.   We've done this on Carnival and on NCL.
