FIRST TIME DRINK PACKAGE...SOME QUESTIONS

Agreed. This comes from on board experience and having the vines crew member explain it to us 🙂

 

Edit/Adder: Princess isn't always 1000% consistent ship to ship or even crew member to crew member so always take with the slightest grain of salt but this one I would THINK should be pretty consistent

AFAIK, every place that serves is eligible for the drinks package.  Though, if you have lunch in the MDR, I'd make it explicitly clear that you have the PBP.  Or, just bring a drink into the MDR.  On the inaugural sailing of the Emerald earlier this year, my party had many issues with the wait staff charging us for drinks at lunch in the MDR (never was a problem with our primary waiter/assistant waiter at night) and then I had to waste time with Guest Services getting the charges pulled off.

It sounds like your waiter in the evening knew enough to inform the bartender about the package. After the first mistake I would have made sure that they positively knew I had the drink package and if another mistake was made, his name would be brought up as being responsible.
