I totally understand that - but nowadays our society is so law-suit happy they sue over anything.  I can see this being spun as an "attractive nuisance."  Next we will see signs on the balconies saying "climbing on or over the balcony can be hazardous."

Not all camera feeds are monitored constantly.  The monitors in surveillance scroll through all the cameras every few seconds, so there are gaps in what is displayed, but the feeds are recorded full time.  When an overboard is reported, that is when they go back to the recording to see if they can find out what happened.
