Did not receive Royal Up offer?

I have an ocean balcony, and friends on the same cruise receive a Royal up offer. I didn’t. Could it possibly come later? Why wouldn’t I get 1?

Are they in the exact same category? Just go on RCI Royal Up and input your info. You don't necessarily have to get an offer from RCI to bid up.
