The only noticeable change I see from last update is optional, pre-embarkation PCR test not more than 72 hours prior rather than 48. Am I correct?

The recommended pre-test was 72 hours in November when we boarded Marina

In Sail Safe FAQ Oceania says that they will sail at reduced capacity.  Does anyone know what "reduced capacity" means (in terms of numbers of passengers or percent of capacity or anything else quantifiable)?  I understand the meaning should vary over time and maybe even location/region of the cruise.  In that case, is there somewhere to go and see what is planned for a particular cruise on a specific date?  It seems prior to final payment date a potential passenger might want to know whether Oceania plans to sail at 100% or 90% or 30 passengers less than maximum.

Riviera leaving today is sailing with 600 passengers. Previous cruise had 690.

AFAIK Oceania hasn't stated the 'reduced capacity' limit, and it's possible that they are just letting nature take its course since there are apparently enough nervous passengers to achieve the range they want.  The Riviera Jan. 14 Roll Call showed lots of cancellations over the two weeks leading up to the cruise.
