Italy - Must we use Cruise excursions ?

Last year they were bubble excursions only. It seems I saw something in HAL site but cannot find that and getting mixed messages from TA and other cruisers tried calling HAL but they are overloaded and said call back. Does anyone know?  TIA

From what I remember of last fall in Italy, it was a requirement of Italy, not of the cruise lines, that you only use "bubble" ship's tours.  So perhaps even HAL doesn't't know what the requirement will be when you sail.  Perhaps google Italian cruise rules.

Restrictions change quickly and often so it will be highly dependent on the state of the virus when and where you cruise.

There's a huge thread on the topic on the Italy board. I think the current answer is yes, but that could change before you get there...easily.
