Hi there. We’re taking a family cruise vacation and are paying for their rooms. Will our benefits be applied to their rooms?  We are elite plus. 
 

can you buy a pass to use the aqua spa?  How much are they?

 

do you get a discount on specialty dining packages or only individual bookings?

No. It doesn’t matter who pays, benefits are based on each cruiser’s level, not who paid.

Did you ask these questions prior to confirming booking of Celebrity if you booked with them directly, or your TA?

We haven’t booked yet. I did get and offer from an agency that said if 1 person has a captain’s club membership all rooms would get the 1 category upgrade

I don't believe that is correct.  The 1 category upgrade is a Captain's Club benefit for the Captain's Club member to enjoy.  Perhaps it's the agency that is giving the upgrade which would be very nice of them.
Regarding benefits, they're only available to those in your cabin.  I travel with my family on a regular basis and while I do cover the cost of their stateroom, they do not get the Elite+ benefits that we receive.

There is a 30% discount on the first night of Tuscan, Murano, and 33% off Lawn Club Grille  on my cruise planner(30/07/22).

You would have to book all passengers with their names, before you embark.

You should be able to buy a day pass for the Persian Garden.  I would encourage your traveling companions take the the tour offered on embarkation to see if they would be interested.

I get this from my TA and I pay for my daughter's cabin as well as ours.  This is not from Celebrity.
