RCCI changed itinerary question

Technically, no, they are not required to offer you a refund of non refundable payments for itenerary changes.  In practice, really major changes are often offered the option to cancel and get a refund.

 

Honestly, we sail shoulder season which ups the odds of bad weather, even before covid between weather issues, strikes of port personel and poltical upheavle more than half our crusies had at least one port change either before sailing or while onboard.  We just consider it par for the course when cruising.

It depends on what itinerary.  The cancellation of St. Petersburg on the Baltic cruises, for example, came with a cancellation policy.  Other ports may not have the same guarantee.

For what it's worth, if you have insurance, many times they have clauses about changes in itinerary and reimbursements for that.  Now, you have to go on the cruise, of course, but your insurance my compensate you for the change.

Is this for January 2023?
 

It will depend how significantly the itinerary was changed and what Royal offered you? Otherwise it will depend on refundable/non-refundable deposit terms.
