Agree, and the price HAS gone up significantly from the Persian Gardens of years ago.  The five day pass on Beyond is $223.03 (with the 18%), for one person.  Comparatively, I paid $139/week for TWO in April on Ruby Princess. But then again, I was on the Ruby Princess....  😥😁

The Persian Garden is a service, hence the service charge.   It is that simple.

HAL does not charge additional gratuity to the cost of t-pool/thermal suite pass.
