Our kids and grandkids just did renewal in July and they all got the thick plastic photo page.  Maybe it depends on which office they get processed.  Theirs were from San Francisco and they actually went there and did expedited service.

My wife and I renewed in April and our pages are like the normal ones - not hard plastic.

About 4 weeks.  We paid additional to expedite.  I received a shipped email.  My dh did not.  They both came in on the same day.  Mine was submitted about a week before his.

I got mine renewed, and honestly, I have no idea how long it took but felt like sharing
