Government sponsored excursions in Barbados

It states on Celebrity's website that while in Barbados you are free to book a government sponsored excursion when you arrive at the terminal, however, any excursions I have found require you to book and pay in advance, not at the terminal. I'll be on the Equinox September 26th 10 night sailing. I'm interested in doing a catamaran sail but unsure of the procedures.  I don't think this company will let me book at the cruise terminal. Anyone with any experience re this procedure please post. Celebrity's wording is quite confusing.

just booked a private tour through Silver Moon for April, 2023.  No hassles and we only had to pay 1/2 up front (8 person private catamaran).  We have used them before and they are wonderful.
