Understanding the cancellation policy

The wording on the HAL website is as follows when cancelling due to a positive covid test, and I’m really not understanding the wording where it says “100% of the cancellation fee amount of non-refundable unused….”  If someone booked a “non-refundable” cruise and tests positive for covid before boarding would the full amount paid be transferred to a future cruise credit? 

  1. Eligible guests who do not sail will receive an FCC worth 100% of the cancellation fee amount of non-refundable unused services, and a refund to the original form of payment for all taxes, fees, port expenses, and pre-paid onboard experiences and shore excursions purchased through cruise line.

Thank you for clarifying that part. I’m more concerned about the first part that reads Eligible guests who do not sail will receive an FCC worth 100% of the cancellation fee amount of non-refundable unused services.

So if you didn’t cruise at all you will get a Future cruise credit.  They are drawing a distinction between those people who perhaps sailed a few days then tested positive and those who didn’t sail at all.  It is a prorated credit. Cruise fares are non-refundable after final payment day therefore the “cancellation fee” refers to the cruise fare 
 

you get a full cash refund for port fees for those ports you did not get to and shore excursions you did not take.
