How far out should I book

Hi

I am looking at taking a cruise out of Rome on Symphony of the seas in June 2023 out of Rome.  I did a land trip 5 yrs ago in Italy and want to do a cruise this time.   I decided on an inside cabin as I want to save money and it is a port intensive cruise.  I won't be in the room much.  I am stuck paying single rates.  Unfortunately, the June 8 sailing is filling up fast.  I am going to need to book it fast.  There are cabins if I leave out of Barcelona but not so much out of Rome.

If I book it now and the rate magically drops, will they honor the lower price?  Should I pay for the cruise in full or wait until the end?

If I do Royal up, when does that window open if I decide to bid?

Help.  What is the best way to handle this?
