Is the parking garage for Terminal E outdoor?  Open to the elements?

Parking across from Cruise Terminal E in Port of Miami is Lot E , outside parking.. no cover..

We parked in garage and used a shuttle bus to the ship / cruise terminal.

Thank you SirWolf, I thought I had read somewhere that it was outdoors.

The first time we left from Terminal E the open air Parking Lot E was full and it was barricaded. So we parked in Parking Garage D. Please see map below. Second time we left from Terminal E we were able to park in open air Parking Lot E and parked under a tree. Bad idea under that tree for a week.
