DOU for 1 Person in Cabin

Going on the Celebration with my family and my Sons Girlfriend and her Dad.  Her Dad is booked under an offer where he gets the Cheers Package, but just for him - not both of them.  She wants to add this on for her.  She called Carnival and 2 people told her she could add in advance but then when they transferred her to the 3rd person, she was told it had to be added on the ship.

 

Just confirming that this is still the case and there is no way to add it on before the cruise (thus paying the cheaper price).

If he has DOU all over the ship, she can add Cheers onboard only.  If he only has DOU while in the casino, they would both have to purchase.

He has DOU all of over the ship (so Cheers) but just for him.    That is what I thought but just wanted to make sure nothing had changed.  Just a bummer she has to pay more because she has to wait to board.

Where did the DUO All over the ship offer come from, I've only seen the ones for the Casino.

Those who gamble (spend) more in the casino get better offers than those who don't spend as much.
