Horizon suite on Silhouette - "top" suite or not?

I was looking at a sailing on the Silhouette and the only suite remaining is a single "Horizon Suite" at the front of the ship. I can't find very much info on these. 

 

Are the benefits similar to the RS (included specialty dining)?

Although it has the size to meet the top suite requirement, the Horizon Suite is definitely not a top suite.  It does not have the top suite benefits like the Royal Suite. 

 

During the Revolution, Celebrity had plans to convert the 4 spacious Family Veranda cabins on Solstice class into Sunset Suites (now re-designated as Horizon Suites).  COVID interrupted their plans and the only ship that has them is Silhouette.

 

There are two problems with the Horizon Suite: the pricing and the layout. 

 

The pricing is very high, I believe it is priced in between the Celebrity Suite and Royal Suite.

 

Because of its location and because it is a retrofit, the layout of the suite is not what you would expect from a top suite because the conversion options were limited.  For example, the bathroom (which I believe is a standard size bathroom) is detached from the master bedroom.
