They are both very walkable if you want - but you must get transportation if you want to go to a beach. San Juan has tons of stores, 2 forts you can walk to, etc. St. Thomas has many stores right near the port, and the sky ride if you wish to go on that. But it was probably a mile walk to the second one. If you don't want to walk you could do better with a cab ride than an excursion probably. This last time I walked to that umbrella street but it's under construction. But the ship docks right in town so I don't think you need an excursion. St. Thomas I haven't been to. Maybe in August.
