If your sister booked the reservation you pretty much cannot change it on line. 

You change prepay the gratuities after you board.  Simply go to Customer Relations desk with a credit card and pay them.

You also probably can buy/gift OBC on line that can be used to pay for the gratuities.

I have had more OBC given to me than was offered when I booked...more than once on Celebrity....

How this post moved from the poor celebrity website to worker’s compensation I don’t know but the exact thing happened to me. Booked thru the casino for a Greek Island cruise. Three cabins ( kids and grandkids). Checking reservations I saw that my sons bed needed to be pushed together. As soon as I made the correction it said I owed $1800! I had paid in full two weeks before I called the casino on hold for 2 hours! Finally corrected. If that’s not a glitch I don’t know what is and poor customer service. We are going to wean ourself off Celebrity. It’s just dishonest.

I just went to dinner this weekend.  I was getting frustrated with a waitress who was taking a long time to take our order.  When she came over she made a comment about her bad day.  I am not unsympathetic.  I considered giving her more than usual but in the end I tipped 18%.  I know, I am heartless.

A knocked over glass is, most likely, accidental. Neglectful service is, most likely, not. 
Whether or not you are heartless is not something I would surmise by an interaction on a    forum such as this, any more than it should be surmised that, just because I believe in tipping those who serve passengers, I think they are subsisting on bread and water. 
We have choices. You do you and I wish you well as you do it. Life is hard enough without kindness.

I think it's great to be nice to everyone.  But not everyone has good intentions.

Good things happen when I have extra OBC added for owning stock.  I guess that and my cruises help me forget about the time I spend on the phone and other inconveniences; however, my TA is always assisting me with whatever I need too.  Yes, one has to be very careful with everything, reading the fine details and always checking/printing/saving hardcopies, as it is the way of the world.  Additionally, good things do happen if you are open to them.  IT has never been a strong point and things do happen, but I am glad the OP has everything corrected, sharing the experience to warn others.⚠️
