Dock might be there but they do not have any experience with Cruise Ship repairs from the last 30+ years and QV was a first try…

Ship repair has been the main thrust of the business for many years regularly dry docking commercial shipping of all types and sizes plus passenger ferries. This has accelerated since the Infrastata takeover 13 years ago. They aim to attract more cruise ship business and are more than capable of doing so. Some of the largest cruise ship fit out companies are based in Northern Ireland. The yard is also being reconfigured to allow for ship building to recommence, from 2025 the yard is expecting to complete the final assembly of three naval support ships for the Royal Navy. Cruise & Ferry - Harland & Wolff (harland-wolff.com)

What repairs the QM2 needs are not specific to cruise ships, this can be done by any shipyard, anywhere, and if it is indeed a problem with the exhaust scrubbers, it does not even require a dry dock.
