Luggage drop upon embarkation

You can go to your room at embarkation and drop your carry on bags and put stuff in the safe.  You seapass cards will be in the mail holder at your stateroom door.   They ask that you then leave the cabin and wait for the 'cabins are ready' announcement in public areas.

Have only sailed in one CC, otherwise either a balcony or AQ and the rooms were always ready when we boarded before noon.  In ports where you don't go through customs/immigration to board the ship (Vancouver is one of those) we've found you can board, drop off personal items, do the muster drill, and leave the ship to explore and have an off ship lunch.  Probably different for non-US citizens so YMMV

Yes.   You will board using your Express Pass and are welcome to immediately go to your cabin to drop your luggage and pick up your SeaPass.     They ask you stay in the public areas so the room attendants can finish prepping your room.
