Can you book as refundable and change to non-refundable before final payment?

Absolutely but in many cases depending on when you initially booked the non refundable will be higher than your refundable rate

 

Edited to add that I am referring to North American booking terms and conditions.  I do not know what the UK allows or does not allow.
