They were handing people a map to somewhere and to take a shuttle back, although you could drop luggage off. You most certainly can. Your arrival time doesn't matter at all until you are in line to enter the dome. The porters don't care what time you're supposed to be getting on the ship, only that they get your luggage onto that ship before it leaves. This is only for the Miracle passengers, if you’re sailing on the Radiance or Panorama you park in the terminal garage. They only have enough parking for two ships so the Miracle passengers park off site and use the shuttles Carnival provides. I was on the same cruise, it worked great for embarkation but was a mess when we returned. If you are on the Miracle be sure to take your luggage with you on the shuttle to the garage so you don’t have to come back to the terminal. I think the problem was it was a 14 day to Alaska and there was a lot of luggage that needed to be picked up at the same time the following cruise was dropping off theirs.
