Neither soap nor alcohol destroys norovirus, unless the soapy water is above 60c which would scald your hands. One single entrance to the buffet restaurant with multiple sinks, and then not only a couple of people singing songs about washing your hands but staff there to prompt anyone that tries to sneak in.
