Several of NCL’s recent ships have sailed without paying passengers on their inaugural voyage.  They may have carried travel agents, reporters, or other guests on a complimentary basis, but no paying passengers.  That may be the case for the Luna.

Currently The Aqua is scheduled to sail with passengers late March 2025 from Southampton to Boston.  Assuming She will have a non-revenue cruise to Miami for Her Dedication.
