They mostly consist of your cruise contract and all the shore excursions that RCL would like to sell you. You definitely do not need them at the pier. Just your set sail pass at the pier is required. The baggage handlers will eventually find some tags for you, but it could take a lot of time and they do not like taking the time to do it. Bruce The docs didn't have luggage tags, just a section on luggage tags saying here's a sample & you can find them at the pier. Of all the cruises I've been on, I've always gotten tags prior to the cruise, it's a bit scary. I'll let you know how it works out!!
