No hotel shuttles on their own from IAH to the Island . Try Galveston Saltwater Moms for private transfer . 

Memorial Day weekend is a holiday weekend . All will have higher pricing in tourist destinations.

Check in around 1:00 and you will not cart bags  around for hours . No tags needed at all.

If you carry on you do not  need them at all . 
medium and carry on size bags fit thru screening machines . Checkin at 1:00 and go straight to cabin for card . Drop bags off yourself. You will not lose bags if you carry them on .

Galveston is a major tourist destination. Lots to do .

There is more to do on this island than at your itinerary ports of the cruise.

No the cruise line should help and the terminals are right next door to one another .
