Personally, I think an annual policy covers all eventualities, even weekends away if things go wrong. Just gives peace of mind. I suppose it partly depends on how many times you go on holiday in any year. We have an annual policy with Staysure who, despite some delay, paid out a large claim in full a few months ago.
On many cruises from Southampton, third and possibly fourth person (provided the cabin can take a third or fourth person) are free or very cheap (£99ish). This also applies to adults, not just children.

I think that if there is a suitable cabin available, you will be charged to upgrade, probably based on the price that was in force when you booked. I suppose that if you are on an early saver or saver fare, the price would be based on the select fare when booking as you will effectively be choosing your cabin. All speculation but I would be surprised if I am wrong.
You make a good point but my main area of concern is that in the past, levels of duty and taxation for the coming year were announced in the budget. This year they were not because those decisions had already been taken as part of a long term strategy. The budget contained no mention or reference to most of them.
I read yesterday that the road fund licence (car tax) will rise by 10.1% next month, something else (along with alcohol and tobacco duty etc and the freezing of income tax thresholds) that is normally announced in the budget but wasn’t last week. ☹️
May be a bit of a drive for you but have you tried the outlet in Talke? Lots of clothes shops, including M&S outlet and they don’t open until 10:00 a.m.
