You can book with 3. Only if Roysl subsequently opens that booking to 2 passengers can you drop the third guest and get money back. This can actually be done after final payment date as yhere are different rules for 3rd and 4th guests. Third and 4th guests dropped from a reservation are rligible fir a full refund up until the final penalty phase which I'd 3p days prior to sailing.
As Orville mentioned. Book this with relative under 12 and have them be a no show.
Roysl does not offer suites at group rates. Also you cannot book refundable suite rates, that changed June 1, 2023.

The other thing that you get with holding back inventory is that better cabins come on the market later in the booking cycle. Instead of all the good ones being taken early on they are released gradually. This was readily apparent with the release of Utopia who by the way is the first ship using Royals new revenue management tool. When Utopia was release there were entire decks or sections of decks that were not available to book.

In order to hold actual cabins they need to have names and full deposits. TA's can only do that for 30 days. Other than that they hold space within the category and not actual cabin numbers.
What category were you looking at?
If it was a 4D balcony on Voyager class (where they have not added the new cabins on decks 11) there are literally less than 15 of these cabins on the ship and yes they do sell out quickly with only the least desirable ones left
It's not a secret. The CEO came right out and said they are doing this on one of the recent earnings calls or interviews. They also hold back cabins to fulfil group obligations for group space blocked by TA's.

Providing that you initially booked a cabin that held 3 or more guests then You should be able to add the third guest just by paying the third person fare without a reprice of the entire reservation. When there is 3 already in the room they will even price the 4th at the same rate that the third paid regardless of the current price.
True group rates are always refundable. Where some confusion lies is that a TA may book a person in a category that is not held in group space at a regular non refundable rate and move it into the group to get the benefts however it will still remain as non refundable but all double occupancy group rates are refundable
Guarantee rooms booked on Royals consumer site are non refundable.
Travel agents may have refundable category specific guarantees when they continue to hold group space and Royal is no longer showing cabins available in that category
