In the wake of the Peter Max reveal, Cruise Critic Editor Ashley Kosciolek was in an interpretive mood:

Artists prefer to remain anonymous

I'm going to have to go with sdmike's version. Assuming the work is done anonymously by local artisans, it screams New York.

 

I like the fact the initial cost should be $0. Upkeep of the painting should be $0. Local volunteers who are organized into territorial gangs should provide all the materials and labor.

 

From port to port the hull art will be changing, with additions and deletions . . . never boring. In most every port, passengers returning from a day of excursions will be greeted by new hull art!
