You may be honest but there are many who have gone befor you and many more who will follow who are not. I don't know of any lines that don't insist that all passangers over 21 in a cabin be on the plan.

 

Celebrity doesn't require all in the cabin to purchase the same or any package. One can have the package and the other not.

As an example why some cruise lines require that all persons in the cabin over 21 must buy the drink packages -- years ago HAL had an unlimited soda package -- we watched as a family took turns passing the card from one to the next one and getting way more sodas than what HAL had intended when they began the program. HAL had assumed that each person in the cabin would buy their own card -- didn't happen.

It only takes a few people to ruin a program.

The drink packages don't work for us -- so we just buy our drinks as we want them.
