If by alcohol you mean wine, the answer is yes. Dining room attire for dinner is "no shorts, no tank tops" for men. Almost any other attire passes muster. Breakfast and lunch; anything goes. Thanks Pertaining to evening dining: There are 3 standards for evening dress depending on where you dine. In the Main Dining Rooms dress is stated as either formal or smart casual. On formal night 90% + of the men will be in some sort of jacket and tie. But, if you show up in a dress shirt and tie w/o a jacket you will not be turned away. Also if you show in a sport jacket and nice shirt w/o a tie you also be allowed in. Smart Casual is normally defined as long pants and collared shirt which can be a sport shirt or golf shirt. But, if you show up in a fashion shirt w/o a collar you will be allowed to dine. Shorts are not allowed in dining room for dinner. Ragged jeans are also not allowed. The Crown Grill and Sabatini's are smart casual all the time, although you will find passengers there in suit and tie. Some passengers book these on formal nights to avoid the formal dress. The other dining areas including the buffets, grill, International Cafe, Alfredo's ( if there is one on your ship), are casual all the time, and shorts and T's are permitted. We always bring 2 bottles in our carry on with no problems.
