As I said earlier, this is not something the PVP just came up with, looks like it was pasted from a formal release from Carnival. On Royal sailing from Texas, same port, you can buy the unlimited beverage packages online ahead of time or the minute you board the cruise. Everything is done thru your sign and sail card anyway. People want to chill and drink on the beach.
