It depends upon the source of the OBC. If it's OBC that you purchased or that was given to you by a TA or family member than yes, you could add it to the service charge. Shore excursions, specialty restaurants, booze/drinks, anything from the shops and I believe you can use it off your account in the Casino. Or do they just deduct it off of what you owe at the end? Everything that you buy onboard goes on your onboard account that you set up when you check in. You use your cabin key for all purchases. OBC is credited to your account so your final total will be minus your OBC. As mentioned the promotional OBC cannot be used for the service charges ($12 per day per person) so if that were the only thing on your account the total would remain unchanged.
