Because they are closest to the cruise terminal - their shuttles get to/from faster. You might pay a little premium for Hertz over others but on disembarkation day if you are rushing to make a flight, you want to get to the rental car as quickly as possible, not waiting around for a shuttle which doesn't come as often because it has farther to travel. The shuttles run from the fenced-in parking lot every 10-15 minutes. I've never had to wait more than 5 minutes for a shuttle, whether I'm headed to the ship or returning from it. For these cruise port locations - they know that after you drop off the car, someone will be around to drive it right back to the airport. I think they have to turn around the cars very quickly.
