Yes to both.

 

If you book online, you pay at that time. If you book on board, it goes onto your account.

 

If you have On Board Credit (OBC), there can be an advantage to booking onboard in that you can uses the OBC for payment. BUT you run the risk of a popular tour being fully booked by the time you get there.
