Balcony discounts start after you become Platinum (35 points).

There are no codes for C&A discounts. Once you create an account on Royal's website, and associate your C&A number with that account, then any discount will automatically be applied when you are looking at prices while logged in.

No idea, but the Gold members do get a general (not balcony) C&A discount, when it's available on a sailing.
