Aft Aqua Infinity-has it changed since Terrace installed above

Are the stairs that access the Rooftop Terrace from the Oceanview Café and the Bar on both sides of the bar, or just one side?

 

Would cabin 1138 have more of a visual obstruction from the stairs (when looking left) than cabin 1141?

The stairs up to the terrace are on the 1138 side (starboard) of the ship. I wouldn't say they are an obstruction, but you can certainly see them and the people using them could likely see you if you are nearer to the railing on your 1138 balcony. You would not see them from 1141.

Summit= going in drydock in a couple of weeks

I believe they are on the 1130 side (my side) which is the starboard side. I hope you're correct but I don't think so.
