If you buy the UBP then you have always been charged the gratuities up front. The only thing which has changed is the terms of the offer whereby you are given the UBP as a booking perk. Previously, it was all included, so the customer paid nothing. Now only the package itself is included so the customer has to pay the gratuities, which are still paid upfront.
