Maybe you can do this with the drink chits ..not sure if there is a line for additional tips

If I have $800 in non-refundable OBC and $250 in refundable OBC from my travel agent is it safe to say that they draw from the $800 first and how do I go about getting the $250 as cash or a refund on my credit card?

Yes they use your non refundable first. On the afternoon of the day before debarkation Reception will refund the unused refundable portion in cash.

You probably can in the form of an OBC to yourself

If you have a TA get them to check it out or call Oceania

either way it will be taken off the non refundable OBC first then your refundable one comes next

 

The last full day of the cruise they send a letter to your cabin if you have OBC left & you can get cash from reception if it is a refundable OBC
