I have read so many post on various boards on CC that people have called the cruise line about paying for an upgrade at a highly discounted rate.

Does royal have such a dept to call?

If they have upsells available they'll call you.

What you can check for is keep an eye on the price of rooms above yours in category, especially after final payment. You can't get a price drop, but if you booked say a ocean view for $1000 per person, and after final payment see a balcony for $1100 per person, you can usually pay the difference and upgrade.

What happens if the price of a balcony is lower than the category that you had booked (let's say at $900 in your example), would you still be able to upgrade?

you can still upgrade in most cases but you will not get a refund if it is after finial payment
