In the Falklands

We are a little tardy with our efforts to book excursions.

My question: For those who have been to the Falklands, is there much (any) opportunities to book a penguin (or any) excursion on the dock in Stanley? (not unlike booking a tour in the Caribbean)

Probably highly unlikely. These small ports aren't set up to handle cruises like many of the larger ports.

I don't remember much being offered actually on the dock, but on a February 2015 cruise another passenger e-mailed Patrick Watts while actually onboard the ship and was able to jointhis Volunteer Point tour; I don't know if he had a cancelation but she was able to secure two spaces for both herself and her husband.

And another passenger on that cruise had booked the cruise late (i.e., about six weeks before boarding the ship). He and his wife were able to secure spots on a tour also to Volunteer Point operated by Estancia Excursions (or is the name Estancia Tours? Just use google to find their website).

Some other passengers also took a local bus to a point offering penguin viewing but I don't remember the name of the cove as we didn't go there. Hopefully someone else will also comment.

Likely Gypsy Cove. It's very close and reachable by bus or taxi. It's a small penguin colony, but better than nothing.
