It was 'interesting'. very eastern bloc mid 1970's. empty and derelict concrete buildings and poverty stricken people. There were a few taxis (think 40 year old mercedes cars) at the port offering excursions. There are a couple of bars and restaurants on the sea front. Euros are accepted gratefully. But I highly recommend getting out of the city and visiting the World Heritage site of Butrint, which feature the remains of the ancient Roman city once located there, but in a very pretty park-like setting. They have built a new road to the site, so the travel is easy, and you also get to see a little of the countryside.
