Docking in Belieze...how do we get to cruise terminal

You don't get to the mainland without being on a NCL excursion.

I'm assuming you're talking about trying to get to Royal Caribbean's dock on the mainland, you can't. Instead, you will be at NCL's Terminal.

The cruise ship tender pier in Belize City is too far away. Have a look at a map. Your only choices are remain on the ship, stay on Harvest Caye or book an NCL sponsored shore excursion.

Even if you could get a water taxi to the mainland you would still be a 3 hour drive from Belize city where the rest of the cruise ships dock and independent excursions run from. Harvest caye is a semi-free beach day stop at a semi-private island, not really a Belize stop. But plenty of other lines you can travel with to see Belize if you are outside the cancellation penalty window.

You don't tender. There is a pier at the private island called harvest caye. It is nowhere near Belize city.
