I noticed this summary of the Tom Harper business plan in the article:

It's hard to imagine how you go broke that way: your investment is close to zero, so ROI is astronomical!

Read this story from the Boston newspaper. The answer seems clear. The guy was a crook. Putting money in his pockets. That why he is going to Federal prison.
