Yes you can buy cigarettes on Celebrity ships. However you'll want to check with your customs limits. I'd also suggest, depending upon your ports of call, that they may be less expensive at one of those.

 

Usually what I do is take pictures of the liquor and cigarettes on board. Then when I shop at the port, I'll be able to see which costs less. If I don't find less at any of the ports, I still have the final sea days to make my purchase. But I've always found the Caribbean islands less expensive than on board.

Constellation is not sailing in the Caribbean, so that advice may or may not hold true.
