You can only get promotional chips for your OBC. They can be used to gamble & any winning are paid in cash but not the promotional chips. About the 2nd day of your cruise your OBC will show on your account which you can view on the TV. OBN is the non-refundable and charges are applied against it first. " Your TA and CC points OBC are refundable." The credit card on-board credit is refundable. The Travel Agent on-board credit might be refundable. Sometimes this is a "pass through" promotion that comes from Celebrity. In that case, it's not refundable. Sometimes it's a gift from the travel agent who is "rebating" part of the commission.
