Onboard Charges - Foreign Transaction Fees?

When making an onboard purchase on the Oasis of the Seas with a credit card, is there a foreign transaction fee?

I have my cruise documentation and I have to choose one of two options: let RCI handle the conversion based on wholesale exchange rates collected from Bloomberg plus a 3% conversion fee OR let my credit card issuer handle the conversion fee for any foreign transactions.

So, my question again is this, are onboard purchases considered to be foreign transactions for residents of the USA?

Thanks.

No, onboard purchases are as if there are made in the US, no matter where the ship happens to be.

If you will be using a USD denominated credit card, those conversion options do not apply.

If you have a US credit card, no selection is necessary. That is only for non-US card holders.

As others said, those options are only for folks setting up accounts when their credit card is not US dollars. Leave blank.

Technically you don't use a credit card at all onboard - all purchases are charged to your room card. The only place you can actually use your credit card is an ATM machine, and that will hit you with service charges and probably a cash advance fee from your bank. Pretty similar to casino cash fees on shore.

All transactions, cash and credit are in USD on all ships, regardless of the port they leave. So if you cc is US issued, you will do nothing. For some people, like myself, my CC does not have any foreign transaction fees, so it is better to let the CC convert the currency. For others, the cards will charge a fee, and for those people, they need to decide what is best for them. Those options presented are to let them, the customer decide.
